Winifred Chukwudi Elikwu

Winifred Chukwudi Elikwu is an accomplished security expert, investigator, mediator, and strategic governance professional with over 27 years of distinguished service in the Department of State Services (DSS). She is widely respected for her expertise in national security management, intelligence coordination, strategic investigations, conflict resolution, and institutional leadership.
Throughout her career, Mrs. Elikwu held several high-profile positions within the DSS, including serving as National Director, Inspectorate at the DSS National Headquarters, Abuja, where she supervised operational compliance systems, inspection protocols, and strategic oversight mechanisms across commands. She also served as the Pioneer Head of the Foreign Missions Liaison Department, where she successfully coordinated diplomatic engagements and strengthened collaboration between Nigeria's security institutions and international partners.
As Chairman and Head of Special Investigations, she managed complex and sensitive national security cases involving intelligence gathering, crisis response, and strategic threat management. Her vast operational experience provides her with deep insight into security sector reforms, inter-agency collaboration, command structures, and institutional accountability frameworks.
Mrs. Elikwu holds advanced academic qualifications in International Law and Diplomacy, Peace and Security Studies, and is currently pursuing a Ph.D. in Public Governance and Leadership. She is also a Fellow of the Security Institute and the Institute of Chartered Mediators and Conciliators.
