Charles Obiora Omekwu is a distinguished scholar, legal practitioner, administrator, and governance expert with extensive multidisciplinary experience in law, institutional governance, regulatory compliance, strategic leadership, and digital transformation. He possesses deep expertise in policy development, accountability systems, ethical leadership, and operational oversight, making him exceptionally suited for high-level engagements on security governance and institutional command structures.

Professor Omekwu previously served as University Librarian of the University of Nigeria, Nsukka (2007u20132013), where he championed major reforms in digital governance, institutional transparency, strategic administration, and information management systems. His leadership significantly strengthened operational efficiency, compliance frameworks, and data-driven decision-making within the institution.

A seasoned academic and legal professional, he holds qualifications in Law (LLB and BL), Library and Information Science, Agricultural Extension, and a Ph.D. in Library, Archival and Information Studies. He is also a Harvard Law School Copyright Certificate holder and a Certified Artificial Intelligence Specialist, reflecting his commitment to modern governance systems and emerging technologies.
